There's a federal injunction against any construction. It dates back to when the town had a major expansion plan centered around a longer/wider runway intended for 757s. Later, I believe the terminal was to be a portable similar to the Prescott photo -- the town even put down a downpayment on it -- in preparation for Q400s or similar. They had apparently tried to forget about the injunction.

So they converted an existing maintenance building into what is now the terminal.

P.S. Thanks everybody for the discussion about daylight hours. It was mentioned in the town's FAQ from last year. There's a few things in there that crack me up.
