I don't normally change, but did so three times on different rentals on my last South Africa trip. Not a penny (or a rand) extra was charged. But I don't use the exorbitant avisba rates, so perhaps different conditions apply.
Not sure - I think all prepaid reservations have fees in theory, but maybe they don't always charge them if they aren't losing out.
It always concerns me that I must be missing something when BA Avis often gets bemoaned for their rates. A random week at CPT for an intermediate is £190 on BA Avis, £211 at regular Avis. For non-UK it's $306 but that rises to $478=£286 when you add the same insurances.
