Changing tact slightly, I don't think the beach is essential for a baby. Whilst ours (about the same age) loved the sand in Dubai earlier in the year, she seemed to enjoy just as much playing in the pool at the FS Florence......so if you remove the beach caveat & only look for a nice pool you will have far nicer hotels to choose from!
