It's common in HKG to omit 14, 24, 34, etc. as well. I once got very confused after walking up the stairs from the 62nd to 65th floor of our office in Hong Kong by counting the flights of stairs and found myself looking at the door to 66.
There are some buildings which omit 4x entirely; 38, 39, 50, 51...
