I have not stayed with them but I am aware of Jen Hotel in west HK has a roof-top pool. This place can be tough to get to by public transportation (taxi no problem). With so many high rises all around, not certain 360 view is possible in any hotel in HK or Kln. Metropark in Kowloon has a rooftop pool too.
