I'm guessing he was detected by a highly trained BDO.
One thing to be said; however, if the terminal was declared truly a "crime scene" that was the Port Authority police making that call for whatever reason. Normally a "crime scene" is secured for evidence collection which, since we're apparently talking about (1) a crazy guy and (2) a bag (3) with batteries and wires inside, should only require a fairly limited bit of "scene" documentation. Except to "appropriately dramatize" the situation, there seems to be little logic in keeping a terminal closed once it's been evacuated when everyone going back in will be rescreened.
