I think the other thing to consider is the timing. If your flight is still on time and everything is going well it is easier for the GA to get on board and find you for an op up. If it is delayed and there is pressure to just have the plane push I think GAs are intrinsically more wont to just op up some on hanging out by the podium who knew how to play the system a little bit more.
