Bear in mind that this is only a PIA, which addresses use of privacy info. The TSA (like every other agency which regulates us) implements law through the CFRs. If the House language survives in the authorization bill, the TSA can't use the SSM (strip search machine) for primary screening. Any screener who forces a passenger to use the SSM for primary screening is committing a federal offense.
The major thing this PIA does is to state that the signs are "good enough" for informed consent. That will be the next battle to be fought.
