ATC often is in local country language. Fly in and out of MEX and you'll hear spanish. Fly in/out of GRU or GIG and you'll hear Portuguese. For US flag carriers English is used. Sometimes if you get a US ATC covering an area in another country, e.g., Houston ATC covering northern Mexico, they use English.
