Not sure about the baggage agreement, but I would hope they would check it all the way through. As far as baggage allowance you are allowed a third piece of luggage free of charge as a OW Sapphire, even if you are flying in economy.
I really haven't flown as a OW Sapphire or with more luggage within Latin America, and I didn't know that LAN would wave any fees for excess luggage for OW members ! That's cool, considering the restrictive check in baggage max of 2 bags/23 kg total
