I interpreted this to mean that the stroller/bassinet is free only to infants (under 2 year olds) who travel without a seat for 10% of the fare (free on QF Dom). The over 2 year olds, as in mini-Shillard's case, at 70% of the fare have an adult baggage allownce and therefore no such free entitlement.
