Yes there is a First counter at ORD- to the far right of the BA check in area. At the time of night you're arriving security should be fairly painless. There aren't many departures left at that point in the evening from T5 (TK to Istanbul, SAS to Copenhagen and the BA flight to LHR are about the lot in the 10 o'clock hour)
I believe you should be able to thru' check your luggage from YYZ. UA have always been accommodating in the past when I have connected from them to BA at ORD (usually ex. CLE).
As regards the pre-flight dining, just go with very very low expectations, and you won't be disappointed.
