I agree that it's misleading, but so is the "best available" rate. The rates that get you "special coupons and discounts" suck too.
Bottom line -- If you don't like the rate, don't book it.
ps: A while ago there was a company called "I Don't Care" long distance. When the operator asked who a pay-phone caller wanted to use for long distance and the caller responded "I don't care," that's who they got -- at an outrageous price. Be careful what you book/sign up for...
