Canada is considered Domestic when flying from the USA or visa versa even though it is a foregin country, it is the same when flying from Canada to the USA besides the luggage fee you are hit with paying the GST, but no GST to any other International Destination, it's a money grab by both UA and other US airlines and the Canadian Government.
