Directly from united.com's FAQs: "You are exempt from paying the first and second bag service fees if you: (...) are traveling on an itinerary that includes (either as the origin or destination) a city outside the 50 United States, Canada, Puerto Rico and the U.S. Virgin Islands."

So, no fee.
