But S*FAR/CHANGES refers to "fare rules." DBCFREE does not have a fare, and does not have "fare rules" ... it does have T&Cs, but they are not fare rules. Award tickets also do not allow free O/D changes but, nevertheless, I have been able to switch between co-terminals without incurring the change fee (switching to non-co-terminals would incur the fee).

I am quite surprised that EWR would not be a co-terminal with NYC, since NYC has a bunch of other co-terminals, as well... we'll have to get a couple more confirmations of that before I believe it. fastair, can you confirm this?
