There is no fixed supply of award seats that go away once they're all booked. There may be an
initial fixed supply, made available 360 days in advance, but surely
those have already been booked. As the flight approaches, award availability is dynamic and based on the actual and projected paid loads/yields for the flight, which constantly changes.
In fact, in this economy, where demand for business class seats lags the supply, it's very easy to get last-minute business class rewards.
Of course, I'm speaking generally, not about TG or HKG-BKK specifically.
