I faced this issue last year when I became LTG and decided not to ask for a refund because a) I can see how LTG might not be LT QC and b) this might (or might not) impact the LT partner QC.
I obtained LTG right away when it was introduced through already accumulated SCs, and so I did call and asked the FF phone service centre if I could get a refund of my 9 months unexpired original annual QP membership. which dated back to late 1999, that had been put on hold in early 2000 when I first got to silver (in those days silver was enough for comp QP access). They were fine with this, just asked me to send the original evidence of paid QP membership, which I still had, and they refunded the 9 months (which I handed over to my employer who had paid for the original QP). If I remember it was a couple of hundred dollars at least. Good luck with your case.
