Yes, the only difference is that a store sale targets unloading the inventory to anyone interested but the goal of a loyalty program should (at least in theory) be rewarding loyal members.
Right now PBs are not loyalty-inspiring. It's becoming a fatwallet type of deal - grab first think later.
Perhaps a tiered discount system may work better: Plats get PB for 60% off, golds for 40% off everyone else for 20% off or smth along those lines - it's just a general suggestion. Or perhaps allowing plats to book PB inventory a few days ahead of everyone else...
