I've always been better off using Amex for PayPal than any other credit card. Raffles is correct, that for some odd reason all PayPal transactions that should be in GBP are charged in USD when using Amex. To make up for the foreign currency fees PayPal then applies a credit to your account.

For a recent PayPal transaction of £1,900 the following appeared on my statement:
PAYPAL/AMEX CNVRSN CREDIT SAN JOSE
171.15 UNITED STATES DOLLAR
-£120.38

PAYPAL ***************
2,852.62 UNITED STATES DOLLAR
£2,007.50

Therefore the actual amount charged to me was £1887.12
