In the past on TATL (LAX-MEM/MSP/DTW-XXX) trips I've gotten the FC allowance if I was upgraded on the domestic leg. But on the return I've had problems with KLM, since my first leg was coach (though I had been upgraded on the domestic leg). I was able to reshuffle the bags so I wasn't charged. Don't know if that has changed recently, though.
