Making a business of exploiting the ignorance of customers is not a long-term strategy for a business that cares about remaining a going concern.
To be fair, the announcement is posted onto their website. I'm not sure I would want them to be spending money advertising it on TV or something.
I support this approach anyway - if it drives customers to pack less, then that saves fuel and cargo space, thus lowering the total cost of the flight for everyone.
