How would spending money to modify the website and change the way things are currently allotted save money? Seems like it would cost money to do the fixes and yet more to change the program details.

oh come on, changing the web site would cost what, a nickel? the change would be from displaying two counters to displaying only one counter. At the most conservative level, keeping the rules identical but based on only the one counter would be pretty cheap (behind the scenes: do a once-a-year "assignment" of the surviving counter value to the eliminated counter, still alive in cyberland but invisible).
perhaps "savings" is more of a hopeful terminology, but I would expect that having TWO counters, for little good reason, generates significant cost just in the explaining of it over the phone, if nothing else. One counter is simpler than two, and simpler usually ends up costing less.
Any further changes or enhancements to functionality along modernized marketing lines, you correctly point out, would have to be deemed investments and vetted against the returns they might be expected to generate....
