So I was heading to security yesterday at YYZ and I noticed that all the lines were pretty long, even the priority lane. I got in the priority lane, and waited. Nobody checked my bp to see if I was eligible for this lane. I find sometimes they do, sometimes they don't. No big deal. But then, a VBIT comes up behind me and asks me what the Priority Lane was for. I was about to answer him when a CATSA agent spoke up and said that it's for business class and status passengers normally, but "not today".

This got me wondering - who is in charge of enforcing the rules fot that line, GTAA, CATSA, someone else? Also, what reason would there be for not operating it as a priority lane on a given day?
