Chase Bank policy is the "coins must be unrolled," and yes, I have spoken to an extremely large number of branch managers, along with a few area and district managers as well.
It sounds like this is a YMMV situation. I've had no problem depositing rolled coins at my local Chase (and also using them to pay my mortgage at my local Bank of America).
