(I take no position whether or not they actually are doing this, but the statement doesn't imply anything other than that they are not phasing out concierge services. Certainly in my last two visits to Four Seasons properties over the last month, I've not noticed any obvious change in concierge staffing.)
I suppose they only deny "phasing out" not "shaving away", pretty thin, I know

To make any sensible conclusion on "shaving away", IMO I think you'd have to see what led to this comment. If the original challenge mentioned "shaving away" and the FS response was to mention "phasing out", as it does, then the OP may have a point.

As an aside, with the availability of laptop PC's as we travel, Iphones with thousands of travel related applications, WIFI, forums full of travel-savy users, web pages devoted to all forms of travel and travel related experiences, isn't it a lot easier for a lot of us just to make our own arrangements or find our own information out than say it was 10 years ago and as a result perhaps many Hotel concierges just aren't as busy as they used to be. I'm sure some people will, for whatever reason continue, to use them, but perhaps there are just less of those people about.

I'm not a big user of hotel concierges, but pretty much everything I guess I used to use them for - On onward flight and hotel reservations, restaurants, shows and public transport I now user the internet or iphone to help me
