The Airport shuttle service from Cebu Pacific'c Billion dollar LCC terminal to the rathole International terminal costs P20 and runs whenever the driver feels like it. The bus is a 10 passenger mini-bus.

I suggest a taxi and do not expect the guy to put the meter on for an interterminal transfer. Expect to pay $10 USD for the headache.
