Weather delays are a godsend to AA. If a bird flys overhead and takes a piss, it's a weather delay! Those either don't have to be reported to, or are not held against the airline by, the DOT.

Always remember when you are sending a written complaint to any airline, make sure you CC the DOT, and make sure the airline knows you've copied in the DOT. Their reactions are somewhat different when you do that.
