Can someone explain the regulations for utilizing the space provide for first class jacket/coats? During a recent PHL-PHX trip, the FA took the coats we were wearing but wouldn't allow a jacket already on a hanger in a bag, and proceeded to lay it in the overhead. When I asked why, she curtly stated "regulations". Is this an FAA reg, an HP reg, or just her reg?
