Not at all.
The short story: different radios are used for oceanic comms versus continental comms.
The longer story: Radios used for oceanic travel are in the "high frequency" portion of the radio spectrum while radios used over land are in the "very high frequency" portion of the radio spectrum.
Its very much possible that the HF radio didn't work even though the VHF radio worked fine.
So, why not use the VHF radio? VHF typically has a range of a couple hundred miles which means its gone pretty quickly after going oceanic. Compare that to HF, where depending on the frequency used at a given time, HF has a range of thousands of miles.
For every plane that goes oceanic, at some point they switch from using VHF to using HF to maintain comms. As they get closer to the other side of the pond they switch back to using VHF.
