I have to second the Park Hyatt Vendome as having one of the best breakfast hotels (buffet) in Paris. The quality of the food is excellent.
If you're not up to pay that, I often have brunch at Le Fumoir, which is behind the Louvre (i.e. opposite side of the Louvre from the Concorde).
