I would be surprised if insurance would cover fees incurred due to "change of mind" unless they specifically allow claims in the case of terrorism.
The airline may allow changes if there is an immediate threat or there has been a government travel advisory (but neither of these exist AFAIK).
If you have used FF points for an award booking and want to change the destination, QF will regard this as a cancel and rebooking where you will still pay the same cancel fee (5000 points) as if you just cancelled outright.
Cash (CC) contribution for extras (fines, taxes etc) should be refunded to the CC that originally paid for the booking.
