First, you MUST have a Staples Rewards card PRIOR to purchase.

Then you must pay for it, and in October Staples will send you a Staples Rewards (rebate certificate) that is valid ONLY towards merchandise in Staples stores. So, it's NOT a cash rebate but still a full rebate of the item cost, except tax (and possibly shipping, if you don't get it for free).

Purchase can be made in-store, over the phone or online.

I did a chat on Staples.com and Glenda reserached it for me and replied to me that the offer is valid for ANY amount, any backpack, bag (including Laptop bag or Laptop Backpack), tote or briefcase. No restrictions. Again, any amount and some are as much as $100 or more.

When you get your Staples Rewards they can be used online in FULL amount ONLY or in-store you can use a partial amount and come back a second time to redeem the remainder (so two chances to use it in store, only one chance online. You get a certificate printed out for the remainder in-store if you have any amount left).
