However, there is a solution: Put a bunch of cameras in there so there's no chance of taking something without a camera seeing it. This need not cost a ton of money, the cameras would simply record on a HD, no monitoring other than spot checking to see that they are still working.

If something disappears from baggage you then go over the relevant files and find the thief.

The same thing should be done at the checkpoints.
