I think you're being extremely generous in calling TB a "consultative body" in the first place, but that's neither here nor there.
The definition you provide is largely one I agree with: if the body is only listened to for trivial issues (as this one is), then it provides very little value at all.
AFAIAC, TB could be disbanded and FT would not be worse off. It would likely be better off, actually.
