Yes, at this point I am [spitting] in the wind. But one has to have a masochistic streak to serve on the TB anyway. So...

Let me put it to you this way: let's say I want a Mens Travel Forum similar to the Women's Travel Forum and the GLBT Travel Forum.

If I take my request directly to Randy his answer (IF I ever got one) would be an automatic and emphatic 'no.'

Now, if I go through the TB process and the conditions of making a recommendation to Randy through the TB process is met, I guarantee you that that recommendation will be very seriously considered. In fact, again IME, Randy would be placed in a position of making a compelling case as to his denial of that recommendation.

So you see, the recommendations of the TB are not dispositive. But they DO carry significant weight.

Now if Randy regularly rejected the recommendations of the TB, I'd agree with you, it would all be folly and a waste of time. But he does not and so I do not agree with you.

BTW, it would be helpful if you could put whichever axe you are currently grinding on the table so we can understand exactly what you are talking about. Is it the OMNI post counts? The OMNI split? Eliminating posting requirements and opening OMNI to the Google? Something else?
