All Canadian carriers answer to a higher authority - Transport Canada.
I believe along with having to stow PTV's in Executive First Suites for landing/approach, these were the terms set out by T.C. and agreed upon to allow gate to gate IFE.
Only about 20% of my flights in the past couple of months have had gate to gate IFE. Many FAs are still operating by the old rules, and make no apologies for it apparently.
