I agree that there is not enough time for a tour of the Bund. But... if you are willing to play it by ear, there may be time for a ride on the maglev, which I find pretty cool. If the flight is on time and if the h1n1 inspection is quick (in the last month, I've had everything from full hazmat inspection to a very cursory shot with the temperature ray gun) and if the immigration lines are short, then 3.5 hours would be plenty of time for a round trip.
