It's not strange. If you look carefully at the rates you've quoted, you'll see that you're comparing apples and oranges. Executive floor vs. regular floor rooms in one case, and regular room vs. executive suite in the other.

Quite often accessible rooms are the last ones to go out of the bucket of similar rooms. What you see is that all regular "non-accessible" rooms were sold out, and only upgraded ones (e.g., executive floor and suites) show as available.
