It's strange that she'd never heard of it. It's a very common promotion.
But...depending on where in the world you were attempting to book, it's possible that the property you were after doesn't participate. It seems like the general rule is that most U.S. properties are in, and most non-U.S. properties are out. In fact, that's exactly how the "participating properties" link is worded.

As for your other questions, it's technically capacity-controlled and valid for only "standard" rooms, but I've never had them pull any availability shenanigans on me or deny its use on something like a "deluxe" room. They would likely deny its use on a full suite, although I've never attempted to do that. As long as it's a publicly-available rate, it's fair game in my experience.
Worst case: maybe call a U.S. Marriott number. I don't know where Marriott staffs its UK desk: maybe those reps don't see these as often. When I call the U.S. Plat line, I always get someone who knows what the EEO 2nd Weekend Night Free is.
