She checked on some other Z fares on LH and they all have the same no upgrade endorsement.
Don't worry about that. Z fares aren't normally upgradeable - except with a SWU in this case. Travel agents aren't going to be privy to the rules of paper upgrade certificates that they likely have never seen before.
