Elite complementary upgrades usually wouldn't carry over to a different carrier. The main reason is that DL is purchasing the ticket. If you booked in anything but F, were upgraded to V (elite upgrade code in RES), and there is a mech, you will not be booked in F on a non-Delta carrier. Booking on a Y-UP fare by the book would put you back in Y but you might get lucky. On mainline, the goal is to attempt to keep the same class of service, overbooking Y if there there are no seats to sell but ample seats available.

Your mileage/MQM will be awarded based on your original routing and will be awarded regardless of whether the new carrier is a partner with Delta. I was flying back from ICN to SFO and there was a mech from ICN-NRT. They put me on Asiana which doesn't have a mileage relationship with any Skyteam partners and I got the credit as booked without asking. Granted I was flying Biz class so maybe that's why they were able to get me sorted as quickly.
