Unfortunately I've got to hang onto my free days for a possible one-way rental in the fall. Until then, I think the easiest thing for anyone to do when faced with high rates is simp0ly don't book it. I would have gotten a car from YYZ for 11 days in August, but so long as they want $900 for a Cobalt with roll-up windows, I'm going to rent from them for one day, at my corporate rate, and then drop the car in the city and go with other agencies. They set these rates as they think people will pay them to get a car. As long as people don't, they'll be forced to adjust just to get any kind of revenue on their vehicles.
