It is grossly inaccurate and unfair for people to suggest or imply that this is an American thing or that this sort of dress indicates class (of sorts).
I'm British -when in the Far East you might find me in shorts during the day, its 90'F and 90% humidity for heavens sake - hardly the weather we normally get in Europe.
You can and will make some disastrous decisions if you seek to judge and treat people on what they wear - I've lost count of the amount of Armani / Dior / clad defendants I've seen standing in the dock of a court.
Times change and businesses need to move with them - I know that if I was running a hotel at 100% occupancy I might drag my feet, at 10% occupancy I'd be at the front of the pack.
