The CO phone lines will largely be useless and at times even wrong on these sorts of matters; the CO agent who meets your colleague at the arriving gate will be able to put him in touch with someone higher up who will respond re. the regulation. I'm not sure if the Airport authority will respond; it is difficult enough to get a hold of them, and they are likely to say that the airlines arrange such things individually...
Let him know to expect frustration, though: Paris requires this mindset at times... In the end, everything seems to work (somehow) in spite of the system/bureaucracy/etc. And, besides, people will respond to help someone so clearly in need.
