And you are sure that this is really the MIAT's fault? Or maybe there was something wrong with the ticket issuing process. Can you see the ticket number in your GDS?
I actually had fraud when using a PEK based ATM of a big Chinese Bank so it is interesting to see that this was not a one off "mistake".
