If you're thinking of Europe, there are some great vacation parks in Belgium (Ardennes) and Germany-- Landal is one chain, Center Parks is another. They sounded awful but turned out to be the best vacation we had with our 3-4 y.o. They are usually in nice scenic areas, kid freindly and have a pool for rainy days...
