Is there any uniform standard when it comes to upgrade/revenue decisions?

Also wanting to see about reliability issues with EF.

Example: 7/14/09 (~72 hours out)

Upgrade request not yet accommodated for AA1445 DCA-DFW on 7/14 even though EF is showing avail as F7 A6--but only 8 seats unaccounted for. When I see F7 A6, does that mean there are 14 seats still available in the cabin, with some blocked off?

Upgrade request not yet accommodated for AA1217 DFW-SFO (+/- 72 hours out) -- EF showing availability as F7 A6--10 seats unaccounted for.

Is it something with DFW thats holding up the upgrade window? Usually with this many seats I get accommodated right away. Just wanting to know if there are uniform standards for the airline to swap a revenue upgrade for an EXP complimentary.
