They accept hand-luggage just like on any other flights, it's just that larger bags will be delivered at aircraft. You do not check them in, but before going on the plane they store them in a deicated compartment, and you get them back on arrival, once you get off the plane.

I usually like to take my bag with me, and this aspect of flying ATRs never bothered me so far.
