Of course, UA is not putting the seats in to offer a better upgrade experience for 1Ks and GS. It's doing it to increase its market share of paid Business and First seats. Right now, that market is very weak so a good argument can be made to save the cash. When the market recovers, then it's a different matter but that may be some time away - just like the 777 upgrades.
But my comment, which you cited, wasn't about this. It was about flights
(a) Offering only the OLD seats
and
(b) Applied only to those who had bought a Z class ticket, which is a business class fare.
These folks -- and I already number myself among them, having switched from UA to AC for my last business class SFO-Europe trip -- are exactly the kind of passengers that UA still needs.
